wrong example for "enabling diagnostics for test files only" in the docs

Hi!

The Enabling diagnostics for test files only part of the docs shows a wrong example:

diagnostics: {
  exclude: ['**/*.spec.ts'],
},

This will actually exclude all the test files, the pattern should be negated with !. Made a PR #3489
