[Windows] CSSharp failing to initialize on fresh start

While running for the first time I'm having issues using the !rcon commands. I think the CSSharp plugin isn't loading properly, even though I've followed the readme and configured the admins.json file.

I think CSSharp isn't loading properly because I'm getting the following messages on the server console:

Meta List returns the following:

But css_plugins list returns: Unknown command 'css_plugins'!

I've instlled Visual Studio Redistributables as described here, but still wont work.

I'm on Windows 10.

I managed to fix the issue by updating CSSharp to the latest version. This was done by downloading the latest release with runtime and putting it into custom_files
