Description

Many of the images can be removed once Prow is deprecated, and some are already unused at the time of writing this description (Monday, October 7). Additionally, some images are only used in non-essential conditions, and we could replace them with a scratch image to minimize vulnerabilities.

Team decision: To do after prow removal.
