DCPLL Support for Power Flow Formulations #873

Currently requesting the DCPLL formulation in the Power Flow problem produces a DPC formulation instead.

This should either return an error that it is not supported or be supported. The path to support is not obvious due to how line flow expressions are currently used in the Power Flow problem spec.
