command to see timezones of members #69

the command would show timezones of each member in a message, useful for mainly 2 cases:

you want to know what the most popular timezones in your server are
you want to know the people with the same timezone as you so you can interact with them

for use case 1, the bot should sort each member by activity and show them in a numbered list so its easy to count
