Clicking filter icon without changing filters resets list to first page in pagination

Description:
On a resource, when a filter is applied and the user paginates through the results, clicking the filter icon (without changing the filter) causes the pagination to reset to page 1. This disrupts the user's current position in the paginated list.

Detailed steps to reproduce the issue on a fresh Nova installation:

1. Apply a Filter: The user selects a filter to refine the list of items displayed.
2. Scroll Through Pages: The user navigates through several pages of the filtered results (e.g., to page 3 or beyond).
3. Click Filter Icon Again: The user clicks on the filter icon, either to view or change the filter, but does not actually select or modify any new filter.
4. Observe Behavior: Upon clicking the filter icon, the list unexpectedly resets to the first page of the filtered results, even though no new filter was applied or updated.

Has anyone encountered this issue? Is it a bug or something I can configure to prevent the page reset?
