Create test datasets in code

Instead of using fdml to define datasets for testing, we should provide a collection of datasets defined in code.
Consider making use of (or beefing up) latis.util.DatasetGenerator vs a static set of canonical datasets.

This might allow us to drop support for finding fdml as a resource on the classpath.
