Tax/VAT submission audit trail

The following functionality is wanted to create an audit trail for tax (including VAT) submissions:

• Allocate tax-related receipts (sales tax/vat) to specific tax submission reports
• Allocate tax-related payments (vat) to specific tax submission reports
• Per tax "code" (tax rate type), indicate the revenue/cost amount and the collected/paid taxes
• Allow exclusion of tax payments/receipts from the reporting period
• Exclude tax payments to the tax office from the reconciliation
• Allow/request inclusion of tax receipts/payments from earlier reporting periods, not allocated to any prior reports
• Block specific items from ever being included
• Add approval workflow (Edit/Save/Submit/Approve/Reject/Delete)
• Add search screen and overview of search results
• Add screen to present summary of allocated items
• Add screen to present/ search details of allocated items

Note: It's likely much easier to implement this functionality once we have #5852.
