Fallback to a static image if the browser doesn't support JS, or can't load OpenLayers (retro theme, accessibility).

Wonder if we can present a SVG, and render it to JPG for lhs-retro

Can we export a SVG from OpenLayers/OpenStreetMap?
Can Hugo convert SVG to JPG?
