Currently, it seems like there is no special support for upper-bounded types (e.g. there is no mention of is_upper_bounded anywhere in types.cc).
Some problem areas we are facing include (mostly segfaults):
memset
I've been poking around in the code a little, but changes I've made to get past the above issues typically result in a segfault in rcl_publish
