WalletConnect - Research WalletConnect protocol and create WC Cloud account

Problem: Connecting to dApps and protocols on Liberland Blockchain currently requires use of Polkadot/Substrate-native wallets, or wallets that have explicitly added support for Liberland Blockchain. While these are mostly good, occasionally they are of dubious quality in various ways and have small install bases.

Solution: To make Liberland Blockchain dApps and protocols easier to access, WalletConnect support is desired. Doing this requires working with WalletConnect's protocol and libraries.

Next steps:

• A core developer needs to review the information and documentation available for WalletConnect's WalletKit product: https://walletconnect.com/walletkit
• A core developer needs to make a WalletConnect Cloud account
• And then the developer can proceed accordingly

This issue is for the initial research and account creation process that needs to happen to get this process kicked off.
