Let's release v1.0.4 before v1.1.0 to ship:

Fix seems to be in gvisor-tap-vsock 0.8.2 now(containers/gvisor-tap-vsock#450).
Maybe someone can test it out.

Unfortunately that release seems to only fix the issues on macOS and Linux, but not the Windows problems.

In order to get 1.17.1 out we'll have to downgrade to 0.7.5 on Windows (but will upgrade to 0.8.2 on macOS and Linux). Hopefully the root cause on Windows can be found and fixed in time for 1.18.0.

It does not use Lima (yet), but does use gvisor-tap-vsock.

I think just bumping to 0.8.2 is fine. I'm not aware of any open issues on macOS that are not fixed by it.

I wish we understood why it still fails on Windows, to be more confident that macOS is not affected, but since we can't reproduce the failure on macOS, upgrading to 0.8.2 fixes other issues, like offline operation. We'll continue to look into it, but time is running out to make the patch release as the VPN related failures on Windows make it urgent. So we are downgrading on Windows only.
