Should we use discussions or issues for modeling questions?

After github discussions came up in a meeting today, I wonder if we should instead use this feature for questions and discussion about modeling from existing systems? Then if it turns out that there is an issue, we can create a specific one but leave the discussion open and more easily discoverable for others. Once it is completely done, the results could then be turned into a recipe on the static site. We might be able to use the github API to reflect the discussions into the recipes part of the site to increase visibility?
