  - GPU: NVIDIA 2080 TI Founders Edition
  - RAM: 32 GB @ 2133 MHz
  - Storage: ... a lot. Boot device is a m.2 SATA 3 128GB SSD.
 * Snippet or attachment of ~/.cinnamon/glass.log
  - Not actually needed.
 * Snippet or attachment of ~/.xsession-errors
  - Not needed.

Issue
This is NOT an issue. I just haven't really found anywhere to propose feature requests.

A panel may be allowed to be transparent even when a maximized window is present. Why? Well, why not. I personally like to have a shine-through of my wallpaper. Being able to opt in to have this behaviour, would be nice!

This is a commonly asked question, so I will refer you to the FAQ in the README: Is it possible to keep transparency always?

But I don't have Cinnamon installed currently, so I won't be able to develop new features in the near future. Feel free to close this. Thanks!

I made a version that you can install by downloading the .zip and extracting it to ~/.local/share/cinnamon/extensions/
It's quick and dirty, but it works for me.
