Feature: allow receiving an invoice_request without an offer and generate an invoice in response

As a compliment to #175 , I'd like to be able to receive an invoice_request without being a response to an offer. The invoice generated in response should be returned over onion messaging and as a response to the RPC call. That way the invoice can be returned over a local physical link if possible.
