Generator Project File is not created on install.

I've tried this on three different machines all running VS2013 and the csp file isn't being created or added to my project. I think there is some kind of powershell error but I'm not seeing anything in the console.

It doesn't, will only updates the ones it finds. There is no good way to create a default one. Its left to user to create the csp file.

Guess a Gettings Started Guide would be useful.
