Is your feature request related to a problem?

Having many (new) tutors involved in the course sometimes causes trouble with the complaints. They forget to remove their lock when only viewing a complaint resulting in complaints that won't get a response for days. Furthermore responding to a complaint is a task that requires deep understanding of the penalty rules used in the course as it is intended to correct a mistake that happened on those before. Especially tutors who are new to the course do not fulfill this requirement and therefore shouldn't be able to take on this responsibility by default.

Describe the solution you'd like

When creating the programming exercise there should be an option for complaint responses being restricted or not.

  • If the option isn't marked, everything stays like before.
  • If it is marked only the exercise creator and instructors are able to respond to complaints by default. Editing the exercise then allows to permit additional tutors similar like setting channel moderators.

Describe alternatives you've considered

Alternatively when marking the option a direct link to channel moderators could be considered. Meaning that only channel moderators are able to respond to complaints. I am aware that this is not the best solution since the communication feature and correction feature ideally should be as independent and separated as possible. But it'd be an alternative that'd work for us.
