Notifications for @mentions in channels I am not part of

Issue Description

When someone tags me using the "@" symbol in a channel, I receive notifications about it, even though I am not a member of that channel.

Expected Behavior:

I should only receive notifications for @mentions in channels that I am a member of or have explicit access.

Additional Context

This happened in a channel where another tutor tagged me but I wasn't part of that channel at that time.
