Reduce RAM usage and limit of Wehe service #885

Originally the Wehe service had no memory limit - after OOMs that disrupted other services we enforced a 5Gi limit. After v0.3.9 this limit is not sufficient at steady state. We have increased the limit until the wehe team can reduce it further.
