Update NDT pages, ndt, web100 schemas

This release updates the NDT landing page with details regarding the upcoming platform transition with respect to tables and views in BigQuery, and adds schemas that are available now. Additionally, removes the NDT test from the NDT page, which will be re-published it in a more actionable front-page location. Also begins to structure test pages as informational reference material, as we begin to build more content in the "Learn" section where more detailed tutorials, examples, etc. will be housed.
