Could not determine where to create the new file [Open Folder mode] #109

Steps to reproduce

  1. Open VS
  2. Go to File > Open > Folder (and open target folder)
  3. Select a Folder in Solution Explorer and hit Shift + F2
  4. Add new File show an error (see below for the error message)

Expected behavior:
Should work in Open Folder mode same as Open Project mode.

Actual behavior:
I got following error:

Could not determine where to create the new file. Select a file or folder in Solution Explorer and try again.
