建议：修改下视频采集自动生成TAG的逻辑 #1178

描述您的问题
打开自动生成TAG后采集不管是新增采集还是更新采集都很慢。而且设置定时采集任务基本上都超时
可以修改成只有新增视频才会自动生成TAG吗，更新视频就不再生成TAG（因为新增的时候已经生成过一次了），或者修改为视频已经有TAG了就不在生成TAG了，

预期结果
采集时会快很多。
