Vancouver - Fraser River problem

Looks like Vancouver extract has a clipping problem, since Fraser River and Mitchell Island are not rendered properly using osm-carto style (which works OK on the main OSM page):

My guess is that the metro-extracts need the same change that Geofabrik did with http://lists.openstreetmap.org/pipermail/dev/2017-January/029665.html

This could be the same problem as in #298 then.
