feat: add 'delete' command to remove migrations from database #43

Adds the 'delete' command to allow deletion of specific migration versions from the Neo4j database. The command accepts a VERSION argument, with optional flags for configuration, including dry-run.

Usage examples:

  • Delete a specific version: morpheus delete 1.0.0
  • Specify a custom config file: morpheus delete 1.2.3 --config ./custom-config.json
  • Perform a dry run: morpheus delete 1.4.0 --dry-run
