Adds the 'delete' command to allow deletion of specific migration versions from the Neo4j database. The command accepts a VERSION argument, with optional flags for configuration, including dry-run. Usage examples: - Delete a specific version: morpheus delete 1.0.0 - Specify a custom config file: morpheus delete 1.2.3 --config ./custom-config.json - Perform a dry run: morpheus delete 1.4.0 --dry-run It follows the same logic stated in here: https://michael-simons.github.io/neo4j-migrations/2.13.2/#usage_common_delete
