Need help with chart

I'm picking up from this thread, but I have a few issues.

1. I want to overlay the % on the chart like this but I'm not sure how to do that?

$chart = (new LarapexChart)
            ->setTitle('Valuations Outcome')
            ->setDataset([100, 30])
            ->setLabels(['Won', 'Lost'])
            ->setColors(['#00A99E', '#ccc']);

        return $chart;

2. Another thing I'm struggling to do is set a Y axis properly. See my chart below. I want to log two numbers, one being a integer and one being a float. However, when I do that the Y axis messes up and shows trailing 0's - I assume of which is because I have a value of 0.71428571428571 (based off an average I've created). Ideally I only want to show whole integers, and if possible, have control over the Y axis.
