Al lanzar la aplicación de decide, sale el error: "settings are not configured"

Para reproducirlo:
python3.10 -m venv egcenv
source egcenv/bin/activate
cd examenEGC/EGC-2324-1140/decide/
pip install -r requirements.txt
sudo apt update
cd decide/
./manage.py runserver
Comportamiento esperado:
salta el error ""settings are not configured""
Desktop:
OS: ubuntu jammy jellyfish 20.11
