Steps to reproduce

./kpex.sh --pdk sky130A --gds testdata/designs/sky130A/test_patterns/overlap_plates_100um_x_100um_li1_m1.gds.gz --fastercap y

Geometry Checker error

[21:27:15] ERROR    State region of -nild3c ((49970,49970;49970,150030;150030,150030;150030,49970)) is not contained  fastercap_model_generator.py:460
                    entirely in remaining all state region
                    ((-8000,-8000;-8000,158000;158000,158000;158000,-8000/50000,50000;150000,50000;150000,150000;5000
                    0,150000)) - this means there is an overlap
