[BUG] Content refuses to sync without all LCPs, but only tells you if you press "sync to latest"

Describe the bug
Content sync doesn't work unless all LCPs are also synced, but COMP/CON doesn't tell you this unless you press "sync to latest" in the content sync section.

To Reproduce
Steps to reproduce the behavior:

1. Log into COMP/CON account.
2. Install any LCPs.
3. Create a pilot using any content from any added LCPs. Sync it to account.
4. Clear browser cache of COMP/CON.
5. Log into COMP/CON account.
6. DO NOT sync LCPs.
7. Try to download pilot using any button other than "sync to latest"
8. Navigate to pilot roster, see no pilot

Expected behavior
Content sync tells you that it's unable to sync because of missing LCPs, as it does when you press "sync to latest"
