Network cleaning and coordinate system setup

I'm sorry I can't find the exact answer from the question space.

I have downloaded a network from JOSM and converted it into MATSim network. If I get it correctly, the coordinate system from JOSM is WGS84 right?

Then when i want to run simulation, it always show an error telling me that

java.lang.RuntimeException: Exception while processing persons. Cannot guarantee that all persons have been fully processed.

I'm sure this is caused by the network. how to overcome this problem and get a clean and ready-to-use network ?

I also need some guide to run network converter/coordinate transformation.
