Allow GM to post text to chat in any language

As a GM, it would be nice to be able to quickly send polyglot-formatted text to the chat without having a token selected.
"You see some runes carved into the wall. They look like this:
[TEXT IN DWARVEN]"

Describe the solution you'd like
A config option in the mod settings menu to toggle whether or not the GM has to have a token selected to use polyglot in chat.

Describe alternatives you've considered
Current method: dig up a Dwarf token actor, add it to the scene, select it, type the chat message, then delete the dwarf token

What you're asking is any different from the Scramble on OOC chat messages setting? It allows you to send messages in a language without a token selected.
