"Cannot do this yet"

I'm trying to add a command to an NPC to warp somewhere the command im doing is
/npc addcmd false warp factions
The command is added to the NPC
When I go to click on it to test if it works it says "Cannot do this yet" and also "Unknown command /help"

What is the fix to this?
