Seems a strong interpretion of "guess" leads @ranguard to close #328.
While I'm still in opinion, "guess" is the right term, but "determine for meta" would be fine, too.
I commented immediately after the close, but seems he didn't recognize.
The point is valid, even if it's "wishlist" - when information is available but not included in META, cpan-api should be able to guess/determine from other available resources from within distribution.

hi @rehsack sorry, been stuck setting up elasticsearch stuff, I hadn't missed your message but have been trying to get ready for OPfW (Outreach Program for Women) as we have 2 people about to start so want to make the best use of their time..
I've added this to the wishlist, as "Find license / abstract even when not in META" - hope that's ok.
