Enhancement: Make the program work when running as a non-admin (regular) user #400

The program works perfectly in admin mode, however it doesn't do anything when running as a non-admin/regular Windows user. This can be an inconvenience on PCs with a multi-user setup.

To be more precise: the program launches but clicking the Apply button makes it stuck
