Better labeling for average line on bar plots

The average line is great, but needs to be clearer what it is averaging. "Average for this position" "Average for other members in this office" ?

Especially since for the companies view it is "Average total donations by DEM companies for this office" right?

On the Governor pane, what is the average comparing? All governors that year of any state? Or just other candidates for Gov? (but then there shouldn't be an avg for each year...)

Oh, Gov is just compared to itself. Probably don't need to show it.

So, it's pretty easy to change the tooltip for these. I thought about adding labels, but there's really just not room i think. I suppose we could add a legend somewhere
