After following the instructions on https://learn.microsoft.com/en-us/training/modules/manage-delivery-plans/4-set-up-environment

Running the template, entering my organisation details. I click Navigate to project and then opens a new window with a 404 page not found error.

Sorted - see #1075

Go to Organization Settings > Security > Policies > Third-party application access via OAuth > ON
