CommandBar

I am using the the Commandbar to create a dropdown, when I move the cursor outside the dropdown, and begin to scroll, then it's disappearing. Anyone incountered the same problem, I am not really sure whether it is a bug or just how it is, but I need a solution for it, because it works poorly on mobile applications.
