[Unstable] No default description shows in the bug report when reporting an issue from the HELP AND FEEDBACK view

Repro Steps:

1. Go to "HELP AND FEEDBACK" view -> Click "Report Issue" -> Select "App Service" to open the bug report.
2. Check whether there is a default description.

Expect:
There is a default description.

Actual:
There is no default description.

More Info:

1. This issue also reproduces when executing the "Azure: Report Issue..." command.
2. This issue doesn't reproduce when executing the "Azure App Service: Report Issue..." command. (Note: After executing it, the default description will show when reporting an issue from the HELP AND FEEDBACK view again, but only last for a while.)
3. This issue also reproduces for Container Apps, Static Web Apps, Virtual Machines and Other.
4. This issue reproduces on edge and chrome browsers.
