The Azure Resources view doesn't auto-refresh after creating or deleting resource groups #967

Build Version: v0.9.9
Regression: Previous Release

Repro Steps:

  1. Create a resource group in VS Code.
  2. Check whether the new created resource group shows in Azure Resources view.

Expect:
The new created resource group shows in Azure Resources view.

Actual:
The new created resource group doesn't show in Azure Resources view.

More Info:

  1. The new created resource group appears after refreshing Azure Resources view.
  2. This issue also reproduces when deleting resource groups.
  3. This issue does not reproduce on the current released Azure Resources extension.
