Update of MS Visual C++ fails

Hello, maybe a real beginner's problem and maybe more of a problem of the base program, but maybe someone can help: I can't get C++ updated via winget. in the command line output I get the following error message:

very strange is that I (although it is not recommended) started winget with admin privileges and still get an admin = false ....

In this respect: Can anyone help?
