Is your feature request related to a problem? Please describe.
I'd like to use AMD GPUs with TensorFlowSharp-based applications such as Bonsai.

Describe the solution you'd like
Also build to the upstream library of Tensorflow maintained by ROCmSoftwarePlatform that supports ROCm.

Describe alternatives you've considered
There are none.
