Bump kube-state-metrics version for EKS 1.26

Background

As an interim measure between 1.26 upgrade and monitoring module upgrade tasks, we need to bump kube-state-metrics within the current helm release to match the compatibility matrix:

Update the prometheus values template to set kube-state-metrics image tag to v2.8.2
