Background

We have a set of common steps that are required to be completed everytime we do a cluster upgrade.

Create an issue template which provides specific information and tasks for a cluster upgrade. This template can be used to create EPIC issues for upgrades, and also define specific tickets to cover all upgrade tasks. Create script to automatically generate these tickets from the EPIC issue.
