Design: favourited organisation dashboards on all organisations

Until now there are designs for customising dashboard on organisation level #3416, and adding report sections to dashboard from inside reports #3745, and adding filtered findings/objects lists from findings/objects pages #3799.

This ticket will be the design exploration of adding favourite organisation dashboards to the all organisations view dashboard.
The technical possibilities for the all organisations is to show existing items of organisations, but not saving or configuring any new items.

One of the questions to answer is: do users favourite separate dashboard items or full dashboards (and can they make multiple dashboards?)?.
