"Scroll Zoom" doesn't work on iMac with mouse

The feature "View > Scroll Zoom", which should zoom the canvas when scrolling the primary mouse wheel, doesn't work for me. Tried it with three different mice (logitech mx masters 3, magic mouse 2, some basic cherry mouse), just continues to scroll the canvas rather than zooming.

Steps to reproduce the behavior:

1. Enable "View > Scroll to zoom"
2. have my setup I guess?
3. scroll the primary mouse wheel
4. notice how it's not zooming but scrolling

I would expect it to zoom in / out.

Environment (please complete the following information):

• OS: macOS Big Sur 11.5 Beta
