Give version number to be 1.0.0 and change status to be production

py7zr has already been used in many production projects, such as aqtinstall etc. So it should be changed to be stable/production of status. also move to be version 1.0.0

Yep! Python 3.8 will also be EOL this month so I think it's time to drop 3.8, add support for 3.13 and release 1.0.0
