This seems to be an issue with yum itself. Unfortunately we need to move the _kernel variable to each "name" otherwise it fails to apply to both packages listed in "name".
This seems unnecessary and actually fails to match the target repo in my case.
This is needed for CentOS7, but should cause no error with RHEL.

These are the changes required for this to work with CentOS 7.9; to handle the downgrading of kernel packages.
