Replace the compose file with arion

Another task that was left open, is to replace the compose file with arion. This would have the benefit of removing the dependency from fixed version of the cardano and hydra node in our compose file, and instead we could package the executables we are importing via flake for these dependencies in docker images (as we are doing for our own components).
