Make sure that everyone has a timezone set

Is your feature request related to a problem? Please describe.
It is incredibly awesome to go to a user's profile and see their timezone and current local time. It helps soooo much in figuring out when they will be available. But this only seems to work for some people.

I can see that Bryan is in the Bay Area so I can figure this out. But I shouldn't have to, that is what tools are for!

I should be able to see the current local time of everyone (subject to privacy restrictions).

Describe alternatives you've considered
As I say I can usually figure this out manually by other means. But it is more work.
