update goggles to use ISO strings for dates

In preparation for the publish.wmo service handling all date management, goggles needs to send simplified ISO strings for both created and updated date fields.

• update code to use ISO strings
• update publish database for client="goggles" records where created and updated fields are unix timestamps, and replace them with the ISO string equivalent.
