Make a concrete plan with the ETP team for SmartBlock UI enhancements

• SmartBlock could inform users where certain types of tracked content are on a page, and let them opt into just allowing them (instead of dropping all protections using the Shield icon).
• placeholders where social media posts, videos, etc should be, so that users can see what they are missing.
• a global indicator for cases where sites completely break (shopping APIs, CDNs with custom jquery versions, etc).
• this will require coming up with UI designs which are agreeable to all stakeholders.
• this will also likely require some kind of "overlay" system and/or notification-style approach.
